Más de 20 asociaciones civiles en Baja California presentarán un amparo en contra del protocolo correspondiente a las manifestaciones en el estado, mismo que fue publicado el pasado viernes 25 de julio en el Periódico Oficial de Baja California.

Guillermo Rivera, quien es representante de la asociación Justicia que Transforma México, comentó que van a presentar dicho recurso legal debido a que la normatividad publicada viola diversos derechos humanos fundamentales; además, argumentaron que el hecho de que exista un protocolo significa que, básicamente, quieren regular los movimientos sociales.
“Ahora nos lo están regulando en lugar de potencializar este derecho (al de manifestarse); lo que vamos a hacer y el compromiso que hicimos es que, todas las agrupaciones que están el día de hoy, vamos a entregarles el formato de amparo que está listo, el amparo vence el próximo viernes 15 de agosto, entonces todos los que quieran interponer un amparo, pueden tomar el formato y hacerlo de manera individual.”
También Carlos Atilano, quien representa al Colegio de Abogados de Tijuana, mencionó que dicho protocolo no solo viola el derecho a la libre manifestación y a la libertad de expresión; asimismo, indicó que los amparos son solo uno de los mecanismos que interpondrán para buscar eliminar dicha normatividad.

Por su parte, la representante de la asociación Unidos por la Defensa de ISSSTECALI, Victoria Bentley, dijo que, a pesar de que las autoridades mencionen que el protocolo va destinado a las y los funcionarios públicos, esto impacta directamente a la burocracia y al magisterio, ya que ellos también son servidores públicos, y esto limita claramente que puedan alzar la voz cuando no estén de acuerdo con el Poder Ejecutivo. Tal fue el caso cuando se manifestaron en contra de una posible reforma a ISSSTECALI.

“Yo le pediría a la gobernadora que abrogue estos decretos porque le va a llover la lluvia de amparos; díganme si esta ley no es una ley mordaza para todos los trabajadores que estamos cansados de las violaciones a los derechos laborales y humanos que tenemos dentro de los gobiernos, llámese hospitales, instituciones de seguridad o llámese una dependencia, claro que es grave, más aún cuando hablan de que tenemos que dar el nombre e instancia a la que vamos a manifestarnos.”
