Ante los ataques simultáneos a agentes de la Policía Nacional de Guatemala perpetrados por grupos criminales como represalia a la negativa del gobierno a conceder privilegios en centros carcelarios, el presidente Bernardo Arévalo León decretó Estado de sitio por 30 días este domingo 18 de enero de 2026.
Afirmó que el día de ayer los grupos criminales se amotinaron en las cárceles Renovación 1, Centro de Detención Preventivo de la Zona 18 y Centro de Detención de Fraijanes 2 y que ante las acciones emprendidas por el gobierno de Guatemala consistentes en la recuperación de las instalaciones, la liberación de los rehenes y la reducción al orden de los amotinados, atacaron a la Policía Nacional en distintas localidades.

“Obviamente no le gusta a los criminales, a las pandillas, a las maras ni a las estructuras políticas desestabilizadoras que están detrás de ellos. Nuestra estrategia contra los criminales está teniendo éxito, sin pactos, sin privilegios y sin medias tintas”, manifestó.
“Estos asesinatos se han realizado con la intención de aterrorizar a las fuerzas de seguridad y a la población para que cedamos en la lucha frontal contra las pandillas y su régimen de terror, pero fracasarán. No permitiremos que la violencia y la intimidación dicten el rumo de nuestro país”, indicó y dio a conocer el decreto de Estado de sitio, el cual se extenderá por 30 días.

Expuso que con ese decreto se busca proteger a la ciudadanía y proceder con toda la fuerza del Estado, concretamente de la Policía Nacional Civil y el Ejército de Guatemala en contra de “las pandillas y las maras” a efecto de “impedir sus acciones terroristas”.
Este domingo, el ministro de Gobernación, Marco Antonio Villeda lamentó el fallecimiento de los agentes caídos en el cumplimiento de su deber Claudia Azucena Muñoz Ramos, Samuel Velentín Matul Obispo, José Efraín Revolución Barrera, Luis Alexander Zetino Pérez, Fernando Alexander Batres Ordoñes, Geovany Darío Tecu Sesam, Sammy Iván López García.

Aseveró que el gobierno de Guatemala no estaba dispuesto a “ceder un solo centímetro” en la lucha contra los grupos de la delincuencia y sostuvo que la muerte de los siete agentes de la Policía Nacional otorgaba la convicción de estar en el camino correcto en la lucha contra la delincuencia organizada.
El Ministerio de Gobernación de Guatemala reiteró que la postura de Villeda es “no negociar con terroristas ni ceder ante peticiones de retornar privilegios en los centros carcelarios”.
El Gobierno de Guatemala informó que el Estado de sitio está dirigido “exclusivamente al combate contra la criminalidad organizada, maras, pandillas y hechos de violencia que buscan generar terror”. Acentuó que “ninguna persona será perseguida por sus opiniones o por actos que no constituyan una infracción a la ley”.
El Estado de sitio otorga facultades excepcionales a autoridades militares y la suspensión de garantías constitucionales.
El presidente Arévalo señaló que detrás de los actos de los delincuentes que se amotinaron operan “grupos que se benefician de la corrupción que crece en las sombras” y que se oponen a que Guatemala viva con transparencia y justicia.
“Son las mafias político-criminales que se resisten y buscan infundir terror porque saben que este año Guatemala va a recuperar su sistema de justicia y están fracasando y quiero decirlo alto y claro: no negociamos con criminales ni toleramos acciones terroristas, en el marco de la ley y con la espada de la justicia los estamos poniendo de rodillas”, remarcó.
Aseguró que el “pueblo de Guatemala” y el gobierno están “poniendo de rodillas a los criminales y a las estructuras corruptas que están detrás”.
