El Ayuntamiento de Mexicali continúa sin adherirse al programa de capitalización del PROISSSTECALI, así como al convenio que ya firmaron los demás municipios para la recaudación del impuesto predial.
Durante la mañanera de la gobernadora Marina del Pilar Ávila Olmeda, el secretario de Hacienda del estado, Andrés Pulido Saavedra, comentó que, pese a que los demás municipios ya trabajan de la mano con el Gobierno del Estado en el tema de ISSSTECALI y en lo correspondiente al impuesto predial, la capital del estado sigue sin llegar a un acuerdo; no obstante, mencionó que las negociaciones continúan y todo apunta a que esta semana se cierre la colaboración.

En ese mismo sentido, aseveró que no existe una disputa entre el Ayuntamiento y el Estado sobre este tema, sino que simplemente se están planteando las formas para dichos convenios, sin que, de acuerdo con el secretario, el fondo de los mismos se vea involucrado, principalmente en lo correspondiente a ISSSTECALI, donde se prevé un incremento de alrededor del 11 % en las aportaciones patronales.
“Tenemos que ser muy respetuosos, ellos tomaron sus tiempos y la instrucción es de sumar, entonces en el momento que ellos estén listos, nosotros también estaremos listos; se sentaron con nosotros, tema técnico y nos pusimos de acuerdo, sí hicimos varias modificaciones, pero no cambia el fondo”.

En el caso del convenio con los ayuntamientos para que el Estado también pueda aportar en el recibimiento del impuesto predial, indicó que se presenta la misma situación: están a punto de firmarse y de que pueda hacerse una realidad. Además, informó que, dentro de dicha colaboración, por cada peso extra que reciban los ayuntamientos derivado de este pago de la ciudadanía, el Estado recibirá cerca de 16 centavos, buscando así, según Pulido Saavedra, mejorar las finanzas tanto municipales como estatales.
Finalmente, la alcaldesa de Mexicali, Norma Bustamante Martínez, en varias ocasiones ha hecho hincapié en que estos convenios no se han concretado porque buscan condiciones que beneficien principalmente al Ayuntamiento.
